Ministry of Commerce¡¯s Preliminary Determination on Imported Hydrazine Hydrate

Ministry of Commerce issued Notice No. 38 of 2004 on Aug 3rd, announcing the preliminary determination on Hydrazine Hydrate imported from Japan, ROK, USA and France, in which MOFCOM decides to implement temporary anti-dumping on Hydrazine Hydrate. The product under probe is listed under 28281010 in 2003, 2004 China Customs Import and Export Tariffs.

According to the Anti-dumping Regulations of the People's Republic of China, Ministry of Commerce issued notice on Dec 17, 2003 to launch anti-dumping investigation on Hydrazine Hydrate imported from Japan, ROK, USA and France. MOFCOM made an anti-dumping investigation on dumping, dumping extent as well as the damage and damage extent. Currently MOFCOM preliminarily determines that the above four countries are dumping Hydrazine Hydrate into China, which has exerted actual damage to Chinese Hydrazine Hydrate enterprises. Meanwhile, there exits cause-and-effect relation between dumping and actual damage.

Hydrazine Hydrate is considered to be important chemical material, which is used to produce agricultural chemicals, drugs, dye, anti-oxygen materials. It is also used to make high-purity metals, synthetic fibers. It is also the material to make rocket fuels and explosive powder.
